NED MCKINLEY, CHAIR

Ned McKinley has been with Marine Corps Installations West for ten years, serving as the California State Director for the Office of Governmental Affairs.  In this role he has been the lead liaison with state government for the Marine Corps. He has worked on a wide range of policy areas including education, land use planning, energy, climate change, water quality, emergency response, and veterans transition programs.

Prior to his position at Marine Corps Installations West, Ned worked at the Governor's Office of Planning and Research, first joining the Schwarzenegger Administration after the recall election in 2003.  He focused primarily on military-related policies including the 2005 base closure round and joint land use studies involving military installations and local governments.

Ned served on active duty in the Navy, as both a public affairs officer and a Navy SEAL.  He served at Seal TEAM Eight in Norfolk, Virginia.

Ned graduated with distinction from the U.S. Naval Academy with a B.S. in English and received an M.A. in English from the University of Maryland.  He is a graduate of Basic Underwater Demolitions/SEAL (BUD/S) Class 212.  He

Ned is a native of Sacramento and a father of six boys ranging in age from 11 to 20.
